In January 2019, Professor Locknie Hsu launched a new elective, Law & Digital Commerce, at the Law School. The course is taught in the SMU-X format, and students are required to actively engage with industry participants and regulators to work on real-life and cutting-edge issues in the digital commerce environment.

Left to Right: Ng Jun Xuan, Bonnita Leman, Professor Locknie Hsu, See Too Hui Min, Tan Hui Xin, Dylan Mah Hon Sen
Students worked in groups to produce research papers with impactful recommendations. In the inaugural run of this course, one group did particularly excellent work on the question of whether and how Singapore’s conveyancing system might benefit from the use of blockchain technology. They had the unique opportunity to discuss and test their ideas with senior officers from the Singapore Land Authority and the legal profession.
Read their paper and recommendations here.
Note: This is a piece of student research work and does not constitute legal advice. Readers should do their own due diligence and check any references for updates and accuracy
Students are highly encouraged to maximize their learning experience by spending a term abroad. SMU has exchange agreements with more than 200 reputable universities worldwide. Most of these international exchange opportunities are available to students from the Law School though some may require fluency in a foreign language. The SMU Law School is itself partnered with the following universities under university-wide agreements, as well as for direct law-to-law* exchange arrangements and is continually negotiating with other universities to expand our international exchange programme.

A unique aspect of the SMU Law programme is the 'Law Study Mission'. Such study missions provide an excellent opportunity for students to see successful law firms "live" in action. Through this, students gain an insider's perspective of the different and complex legal systems in other countries. Law study missions give invaluable insights into these organisations' real-world operations, and provide students with the opportunity to network and have dialogue sessions with CEOs and senior law practitioners. Securing internships and/or even full-time employment are some of the benefits that students may expect from the law study mission.

Singapore Management University (SMU) was the first Asian university to join the ranks of top European Universities as part of the THEMIS network, alongside Università Bocconi (Milan, Italy), Esade (Barcelona, Spain), Freie Universität (Berlin, Germany), Université Paris Est Créteil Val de Marne (Paris, France), Maastricht Law School (Maastricht, The Netherlands), Universität St. Gallen (Switzerland), WU (Vienna University of Economics and Business) (Austria), National Taiwan University, City University of Hong Kong, NOVA School of Law (Lisbon, Portugal), Victoria University of Wellington (New Zealand) and Aristotle University of Thessaloniki (Greece).
THEMIS represents a network of institutions which have come together to create a new standard in business law in response to an ever-increasing demand for law professionals with international know-how and expertise.
The network’s THEMIS programme, offering joint international certificate, was launched in September 2006. Outstanding students from the THEMIS network of universities who are selected to participate in the programme get the unique opportunity to go on an international exchange at a partner university, participate in international internships and attend specialised THEMIS seminars. The THEMIS Seminars provide students with a chance to delve deeper into an area of international law relevant to their academic career and is held on a rotating basis by the THEMIS universities.
The THEMIS programme provides students with the opportunity to widen their intellectual and academic horizons, as well as strengthen their academic and cultural knowledge in an international context, giving them a competitive advantage that will stand them in good stead in their future legal careers.
Each partner university will select 1-2 students each year for the programme through a process which is expected to be competitive and highly selective. Students who have successfully completed the programme will obtain not only their local law degree but also an international THEMIS certificate.
