| | | | SYNOPSISWe study the value of foreign judges for emerging courts in post-colonial democracies, with a specific focus on the Hong Kong’s highest appellate court. Using a novel dataset of all publicly available decisions from 1997 to 2020, we show that foreign judges bring their foreign law expertise to the court, especially in cases where the Hong Kong government is a party and the court rules in the government's favor. The findings are consistent with the possibility that foreign judges’ expertise in foreign case law is relevant for upholding the perception of the court’s independence from the executive branch. SPEAKER Professor Nuno Garoupa George Mason University Nuno Garoupa is Professor of Law (since 2018) and former Associate Dean for Research and Faculty Development (2018-2023) at George Mason University, Antonin Scalia Law School. Previously, he taught at Texas A&M University School of Law (2015-2018) and University of Illinois College of Law (2007-2015). Professor Garoupa received his DPhil in Economics from the University of York (UK), also holds an LLM from the University of London (UK) and an MA in Political Science from George Mason University. He has a long-established research interest in the economics of law and legal institutions, empirical legal studies, and comparative judicial politics. Professor Garoupa is the current President of the European Association of Law and Economics (2023-2026).
