SYNOPSIS

In late-2025, Singapore passed the Online Safety (Relief and Accountability) Bill. The legislation is notable for taking a complainant-centric approach and providing the Commissioner of Online Safety a broad range of powers to provide timely redress for online harms such as image abuse and doxxing. Various torts imposing duties on administrators and intermediaries have also been created. 

This webinar will provide an overview of some of the key features of the legislation, situate it within the broader suite of laws that address related types of online harms, and draw upon the experience of other jurisdictions which have comparable rules.
 
This session is part of the SMU Law Academy “Recent Highlights” series. Designed with the busy practitioner in mind, this series provides participants with a convenient platform to obtain timely and practical bite-sized analysis of the latest developments in various areas of the law. The series will be taught by leading and experienced experts curated from academia and practice. SPEAKER

Siyuan is a Professor of Law (Education) with the SMU Yong Pung How School of Law. His main teaching and research interests are in evidence and procedure, with secondary interests in regulating new technologies and international law. An author of more than a hundred publications, his works have been cited by the SGCA, SGHC, SICC, Indian Supreme Court, and UK Law Commission.

Siyuan has also directed SMU's International Moots Programme since 2010.
